When the phone rings at a business, there are 3 possibilities:
No one answers the phone -- it just rings and rings.
In this case, Voice Broadcaster simply hangs up the phone
A message machine answers the phone and asks you to leave a message.
In this case, Voice Broadcaster will leave a message you have pre-recorded that is designed specifically to be left as a voicemail message
A live person answers the phone
In this case, Voice Broadcaster will play a pre-recorded message you made that is geared to a live person, and part of that message lets them know what options they have (based on what you want them to be able to do)
When you set up your Voice Broadcaster campaign, you can choose to have yourself or others available to take a live call transfer (if the person wants to talk to someone right away) or you can choose to have interested prospects leave you a voice message instead.
So when a live person answers the phone and listens to your initial recorded message, they are given the option to Press 1 to be transferred to a live person or to leave a message (which option they are given is up to you)

If you have it set for a live transfer and the agent is unable to answer the transferred call, you also have the option to ask them to leave a message. This is always a good idea to include.
As you can see from the diagram, a live prospect also has the option to press a key (usually the 9) to be added to the Do Not Call list. This is an important feature to comply with legal regulations.
